Robert M. Hensley is a Partner in the firm’s Inland Empire office, where he represents and advises cities and other local public agencies on a broad range of municipal law matters. He currently serves as Assistant City Attorney for the Cities of Grand Terrace, Hesperia, and Chino, where he acts as primary counsel to the Planning Commission and supports the City Attorney in advising the City Council.

Robert provides strategic guidance on a wide array of public law issues, including open government compliance (Brown Act and Public Records Act), municipal code enforcement, litigation management, ordinance drafting, eminent domain, and land use and zoning.

In addition to his city attorney roles, Robert serves as Assistant General Counsel for the Palmdale Water District and South Montebello Irrigation District, advising on governance, regulatory, and operational matters.

Robert previously served as Chair of the Firm’s Code Enforcement Practice Group and as City Prosecutor for multiple municipalities. In those roles, he handled all aspects of code enforcement, including public nuisance abatement, administrative citations, receiverships, civil and criminal prosecution, cost recovery, permit revocation, and the development of enforcement ordinances.

Robert also possesses a diverse litigation background, with experience in matters involving water law, eminent domain, land use, labor and employment, premises liability, and Government Claims Act issues. His extensive litigation experience aids in providing his clients with effective guidance on a variety of matters. Prior to joining the firm, Robert served as a Deputy Attorney General with the California Department of Justice, where he litigated complex labor and employment cases, as well as administrative and regulatory matters on behalf of the State of California.
