Gina J. Chung is a partner with the Firm and focuses her practice on advising public agencies on a wide range of record-related matters, including responding to California Public Records Act (CPRA) requests, subpoenas, police personnel records requests, and Pitchess motions. She has extensive experience guiding agencies through the legal requirements and practical challenges of responding to sensitive and complex records requests, including those involving law enforcement, litigation holds, and privileged or exempt documents. Ms. Chung regularly conducts trainings and workshops for agency staff to ensure compliance with state and federal transparency laws and to implement effective protocols for document retention, disclosure, and redaction. She also assists in drafting and updating records management policies, including electronic records policies and procedures to comply with evolving legal standards.
In addition to her records-related work, Ms. Chung is experienced in the transactional field, assisting public entities with a variety of contracts, ordinances, resolutions, and regulations. She served as the Assistant City Attorney for the City of Signal Hill from 2015 to 2018, and currently serves as a Deputy City Attorney for various cities. In that capacity, Ms. Chung attends planning commission meetings and provides legal advice on the Brown Act, conflict of interest laws, and disclosure of public records, ensuring that agencies maintain both legal compliance and operational transparency.
