Dennis is a seasoned litigator representing cities and special districts in a wide range of public law matters in California federal and state courts. He has tried numerous bench and jury trials to verdict and argues appeals. Dennis’ practice includes serving as lead counsel for the cities of Richmond, Irwindale, and Grand Terrace in litigation of public works and real estate matters involving land development contracts, purchase and sales agreements, and large-scale construction projects; defending fair housing and discrimination claims brought by the U.S. Department of Justice and Housing and Urban Development; serving as labor and employment counsel for the cities of South Gate and Carson, defending against Department of Fair Housing and Employment complaints and U.S. Equal Employment Opportunity Commission disputes, as well as private union grievances; regularly handling administrative law hearings and petitions for writ of mandate; and code enforcement actions.
• Successfully arguing and prevailing on an appeal based on a challenge under the Brown Act in Bradley Couey v. City of Lompoc, et al., Court of Appeal of California, Second Appellate District, No. B305317.
• Successfully arguing and obtaining a published decision from the United States Court of Appeal for the Ninth Circuit involving alleged constitutional rights violations in Phillip Killgore, DBA Lavender Massage v. City of South El Monte, et al., No. 20-55666.
