Robert Khuu is a Partner with the Firm. He serves as the City Attorney for the City of Perris. Robert is the Chair of the Firm's Conflicts (and Political Reform Act) and Fees & Tax Measures Committees. He also Co-Chairs the Firm's Elections & Ballot Measures Committee. Robert closely works with elected officials and staff to find creative and practical solutions to the complex problems that local government agencies face.

  • Measure C, City of Carson. A gross receipts-based business license tax upon oil refineries and industries that blend, mix or refine petroleum products (November 2017).
  • Measure H, City of Perris. A measure that would allow the sale of a public water utility to a private water company (November 2017)
  • Measure M, City of Rialto. An extension of a utility users’ tax (June 2018)
  • Measure G, City of Perris. A gross receipts-based tax upon commercial cannabis distribution and manufacturing operations (November 2018)
  • Measure N, City of Hesperia. A measure that limits development in the city in a manner compliant with applicable State laws (November 2020)
  • Measure ES, City of South El Monte. A transactions and use (sales) tax (November 2020)
  • Measure K, City of Carson. A transactions and use (sales) tax (November 2020)
  • Dissolution of the Successor Agency to the Grand Terrace Community Redevelopment Agency. Spear-headed a year-long process to complete the final actions required to dissolve the City of Grand Terrace’s Successor Agency (March 2022)
