Phillip Hall is Of Counsel at Aleshire & Wynder, where he draws on over two decades of legal experience advising and providing general counsel services to California public agencies and water districts.
For more than a decade, he served as the primary counsel for the entirety of the Kern County Public Works Department, including Engineering Services, County Service Areas, Roads, Waste Management, Building Permitting, and Sanitation Services. He was also the primary counsel for the Kern County Planning Commission and the Kern County Planning and Natural Resources Department and he was the counsel responsible for land use and environmental matters for the third largest County in California. He has also served as the primary counsel for the Kern Council of Governments, the Metro Bakersfield Habitat Conservation Plan and as general counsel for the Indian Wells Valley Groundwater Authority.
Prior to his work with Kern County, he represented virtually every form of water district in the State and he has extensive experience in virtually all aspects of public agency law including water law, land use, police powers, CEQA, public works, public contracting, utilities, Prop 218 and 26, as well as Brown Act, Conflict of Interest and Public Records Act.
