Paul Early is a partner in the firm’s Riverside office, focusing his practice on handling a wide variety of legal issues including municipal law, water law, public contracting, land use, environmental, construction law, and all aspects of representing public agencies.
Paul has extensive experience as an Administrative Hearing Officer and specializes in Code Enforcement, Water, Land Use and Public Contracting issues along with Brown Act and Conflicts of Interest issues.
He graduated from the Indiana University School of Law with honors. Paul currently serves as the City Attorney for the City of Port Hueneme, General Counsel for the Palmdale Water District, South Montebello Irrigation District and Bedford Coldwater GSA; Assistant City Attorney for the City of Murrieta, and the Assistant General Counsel for Las Virgenes Municipal Water District, Valley Center Fire Protection Agency and the Five Cities Fire Authority. He has also served as the in-house Assistant City Attorney for the cities of Oxnard, Moreno Valley and Glendale and as Deputy County Counsel for the County of Riverside.
Paul has over 25 years of experience directly advising City Councils, Planning Commissions, and other public agency bodies on a variety of legal matters including land use, public contracting, water rights, electric and water utilities, conflicts of interest and Brown Act matters.
