Partner

Paul Early is a partner in the firm’s Riverside office, focusing his practice on handling a wide variety of legal issues including municipal law, water law, land use, environmental, public contracting, and all aspects of representing public agencies.

Paul specializes in Water and Public Contracting issues and serves as co-chair of the firm’s Water and Public Contracting Practice Groups. Paul currently serves as the City Attorney for the City of Port Hueneme, General Counsel for the Palmdale Water District, Assistant City Attorney for the City of Murrieta and the Assistant General Counsel for, Las Virgenes Municipal Water District, as well as several other small special districts.

Prior to joining the firm, Paul served for over 20 years as an in-house Assistant City Attorney for the cities of Oxnard, Moreno Valley and Glendale. His City Attorney experience also includes over 2 years serving as an Acting or Interim City Attorney. In addition to his City Attorney and General Counsel work, Paul actively serves as Special Counsel for public entities for large public contracting projects including traditional and specialized procurement methodologies such as Progressive Design-Build and Construction Manager at Risk projects.

Paul also has 20 years of experience serving as an appointed Administrative Hearing Officer, conducting hearings and issuing final decisions and orders for various public agency appeals. Paul graduated from the Indiana University School of Law with honors in 2000 where he also worked on the Federal Communications Law Journal and for the Indiana Justice Center.
