Dawn Honeywell is a partner of the Firm. She has spent the last twenty-five years practicing public law as a redevelopment agency counsel, city attorney and general counsel to joint powers insurance authorities. Her interest and enthusiasm for practicing public law has remained consistent from her graduation in the top two percent of her class at Loyola Law School in 1983. Graduation honors include the distinction of cum laude, membership in the St. Thomas Moore Law Honor Society, and the American Bar Association Section Land Use and Eminent Domain Student of the Year Award (1983).
Ms. Honeywell’s primary practice is redevelopment. She has provided general agency counsel advice throughout her career to numerous clients. The advice work includes the negotiation of numerous complex owner participation and disposition and development agreements for brownfield and other mixed use commercial projects, affordable housing agreements, and public improvement reimbursement agreements. Other projects include new redevelopment plan adoptions, amendments and mergers. Currently she is the Agency Counsel for the Carson Redevelopment Agency and Deputy Special Counsel for Bakersfield Redevelopment Agency. She has been a presenter at the California Redevelopment Association seminars including issues related to redevelopment plan termination deadlines and the important steps to be taking now to prepare.
In addition to her redevelopment practice, Ms. Honeywell has given ongoing advice in land use planning and all other areas related to City approval of developments including subdivision Map Act, CEQA, CERCLA, low and moderate housing projects; commercial developments from auto malls in Claremont and La Quinta to commercial and hotel development approvals in Huntington Beach and La Quinta. Similarly, her various public offices have included ongoing advice work in the areas of conflicts, public records act and the election code. She sheparded the process for La Quinta to adopt and for the electorate to approve a city charter.
