Lona Laymon is an associate with the Firm experienced in the representation of cities, school districts and other public agencies.
Prior to joining the Firm, Lona worked as an associate at Rutan & Tucker, LLP for seven years practicing both general and special counsel work for a wide variety of public entities, including the cities of Irvine, Duarte, Arroyo Grande, Laguna Beach, Twentynine Palms and San Clemente, the Orange County Water District, and the Coastal Animal Services Authority, amongst others. Lona’s experience also includes land use and contract work for the Orange County Great Park Corporation, private developers and private waste disposal companies.
Lona’s litigation, administrative hearing and appellate practices span the areas of CEQA, the Federal Telecommunications Act, land use, zoning law, First Amendment jurisprudence, eminent domain and public employee discipline. Lona is also experienced in the transactional field, assisting public entities with a variety of contracts, ordinances, resolutions and regulations, including municipal regulations and ordinances implementing affordable housing and density bonus laws. She has specifically worked with public agencies on matters involving municipal general plans and codes, public parks, subdivisions, land development and Indian gaming.
Prior to law school, Lona received a dual Bachelor of Arts in Anthropology, summa cum laude, and English, magna cum laude, from the University of California Irvine in 1998. As an undergraduate, Lona was inducted into the Phi Beta Kappa honors society.
Lona received her J.D. in 2001 from the University of Southern California School of Law. While in law school, she was on the Editorial Board of the Southern California Interdisciplinary Law Journal and was a published author in that journal.
