Mr. Schreiner is a 1959 graduate of the UCLA School of Law.  Prior to that Mr. Schreiner attended Dartmouth College, graduating in 1953.  He then spent three years in the U.S. Army Counter Intelligence Corps assigned to duty in Washington D.C. as a Special Agent.

Mr. Schreiner has specialized in Municipal Finance law since 1960.  It was at that time that he joined the Los Angeles firm of O’Melveny & Myers.  His first assignment was to represent the Irvine Company in the formation of the Irvine Ranch Water District, comprising almost 40,000 acres of prime Orange County land. He served as both general counsel and bond counsel from 1961 through 1965. Mr. Schreiner’s name has appeared continuously from 1961 to the present in the “Red Book” as a nationally recognized bond counsel. Mr. Schreiner has supervised and provided approving legal opinions on several hundred tax exempt municipal securities issued.  He has served as bond counsel on virtually every type of tax exempt issue of counties, cities and special districts in California.

Mr. Schreiner has also developed a specialty in California water districts and the water law which governs them.  From 1998-2004 he served as bond counsel, litigation attorney, and general counsel to a large resource conservation district which, among other things, condemned a water system serving more than 30,000 people, defeated a quo warranto action contesting appointment of its directors, and successfully defeated two other lawsuits challenging certain of its Board actions.

Mr. Schreiner served as general counsel and bond counsel to a water district in the northeastern area of Los Angeles County since supervising its formation in 1970.

Mr. Schreiner has represented Las Vegas Valley Water District (now the Water Authority of Southern Nevada) as special counsel, litigation counsel, and bond counsel.  His services included approving over 20 bond issues, assisting in the negotiation of water contracts with the State of Nevada, and several local agencies in the allocation of Colorado River Water, and arguing cases before District Courts and the Supreme Court of Nevada.
