Amanda R. Wheeland is an experienced litigator, receiver, and administrative hearing officer who has spent the last 28 years litigating and resolving complex civil matters on behalf of cities, counties, and private corporations in California.

For the past 8 years, Amanda has used her keen legal insight and novel approach to problem solving to help cities and counties resolve a wide variety of Health & Safety Code violations involving substandard residential, commercial, and industrial properties. Through her work at the city and county level, Amanda has helped local jurisdictions identify and rehabilitate properties that have historically been an eyesore and a blight in their neighborhoods and communities, as well as a significant drain on public resources in terms of both law enforcement and code enforcement time and attention.

Amanda's experience assisting local jurisdictions with the enforcement of the California Health & Safety Code, the Drug Abatement Act, and local building and safety codes includes illegal construction and renovation, hazardous materials (HAZMAT) sites, hoarding properties, unlicensed marijuana cultivation, drug dens, illegal massage parlors, abandoned properties, and neglected properties involving deceased owners.

Amanda personally handles each case from start to finish. Through her focused attention to even the smallest details, Amanda ensures that each case is handled smoothly and efficiently. She provides regular updates to the local jurisdiction, the property owner, and the court through monthly reports and is also readily available by phone and email to answer and address any issues or concerns that arise in between.
